No. The US has never circulated a silver coin with a denomination higher than a dollar. In the late 19th century a $100 silver coin called a "union" was proposed and actually designed but was never minted. All higher-denomination coins were made of gold, and they were withdrawn from circulation way back in 1933. The last 90% silver coins were minted in 1964, and 40% silver half dollars were minted up till 1969 ('70 in collectors' sets). Since then all circulating dimes, quarters, and half dollars have been made out copper-nickel.
Your question is a little unclear. If you mean which state had the least state quarters, then a quick look at http://en.wikipedia.org/wiki/State_Quarters shows Oklahoma with over 416 million. Bottom line: Except for some of the non-circulating silver proof coins sold by the mint to collectors, none of the state quarters have any particular value, especially if they are circulated. Back in the 1920s, '30s and '40s, to honor events connected with 16 states, commemorative half dollars were issued by the U.S. government . Some of these coins are scarce and one, the 1928 Hawaii, is rare with only 10,000 minted. Sorry, none of them will show up in change!

No specific states had quarters minted in 1796. In 1796, the only quarter issued was the Quarter Dollar Draped Bust Small Eagle. The "States" series of quarters were not minted until 1999 and ran until 2008.
The Florida quarter was released in 2004 along with Michigan, Texas, Iowa, and Wisconsin.
