It was an Absolute Monarchy.
Just prior to the Revolution the monarchs were beginning to work at reforms - based on some of the ideas as expressed by the philosophes of the Enlightenment.
Unfortunately such changes were too little too late and the people continued to find the monarchy too 'out of touch' with reality as they knew and experienced it.
before the revolution, the estate system was starting to be shook up. you got some very rich clergymen(first estate) and some very poor. the same for the noblemen(second estate). but in the third estate - the peasants, there were some quite rich ones- the 'middle class' but the poor ones, were the poorest of all. some could only just scrape a living, while paying the tax, but some couldn't pay for food and tax, so were sent to prison. many had many children to look after, and couldn't pay for all their food. they had no rights, couldn't vote etc...
The peasants had to pay all the tax which made them very poor.
