The reason for this is that when the sun angle is low, the energy still being lost to space (long wave or IR radiation) exceeds the amount that is being received during that first half hour or so after sunrise. The low sun angle means that the energy per unit area is low (the sunlight is spread over a larger area.) and the amount that is lost to the atmosphere due to the much larger distance the energy is traveling through the atmosphere at the low angle.
